Capston(Master) --KDI School:Master of Public Policy,2011SK Telecom is the largest mobile network in South Korea. During the history of 26 years, SK Telecom has become the figure of Korean mobile communications. Based on its strong technology and economic potential, SK Telecom hopes to break through stalled growth in the local telecommunication market boosting its international profile. From the beginning of 2000, while most of Korean big enterprises have entered Vietnam market, SK Telecom made a decision to invest in the country's telecommunications market. Once making the decision to invest in Vietnam mobile industry, at first, in the view of SK Telecom's leaders, Vietnam was considered as an extremely potential market. However, SK Telecom's direct investment decision into Vietnam market has been considered an over-ambitious target while its image in the market is still vulnerable, as well as it has faced with tough competition from other domestic mobile operators. As a result, Korean SK Telecom reduced its capital by 2010, and closed down its business in Hanoi. Thus the main purpose of the study is to investigating the reasons why SK Telecom failed to break through the Vietnamese mobile market. Les exploitations agricoles familiales sont particuliĂšrement fragilisĂ©es par ce nouveau contexte, en raison de le petite taille et du morcellement des superficies cultivables. Les moyens de renforcer la compĂ©titivitĂ© des produits issues de l'agriculture familiale constitue ainsi une des prioritĂ©s pour les recherches vietnamiennes en Ă©conomie agricole. Au Vietnam, le longane âLongâ produit dans la province de Hungyen est un produit de spĂ©cialitĂ© locale, c'est-Ă -dire dont la qualitĂ© spĂ©cifique est reconnue par une partie des consommateurs. NĂ©anmoins, le manque d'action collective entre les exploitations agricoles familiales fragilisent les performances de cette filiĂšre face aux longanes des autres rĂ©gions du Vietnam et les longanes importĂ©s. Cet article prĂ©sente les expĂ©riences d'appui pour le renforcement de la filiĂšre du longane âLongâ de la province de Hungyen au Vietnam vers le dĂ©veloppement de l'indication gĂ©ographique. GrĂące Ă l'appui de GTZ (German Technical Cooperation) et de l'IPSARD (Institut de politique et de stratĂ©gie pour l'agriculture et le dĂ©veloppement rural), la coopĂ©rative de longane Long Hongnam, qui consiste en une organisation de producteurs et de commerçants, a Ă©tĂ© mise sur pied en 2006. La coopĂ©rative a permis la mise en place des actions collectives suivantes: l'application d'un itinĂ©raire technique de production amĂ©liorĂ© incluant le respect de certaines bonnes pratiques agricoles locales (Good agricultural practices ou GAP), et la mise sur pied d'un espace de dialogue avec les commerçants. Grace Ă ce dispositif, les producteurs ont pu augmenter leur prix du vente, amĂ©liorer l'homogĂ©nĂ©itĂ© de la qualitĂ© des produits, et amĂ©liorer leur revenu. Approximation of mild solutions of the linear and nonlinear elliptic equations
In this paper, we investigate the Cauchy problem for both linear and
semi-linear elliptic equations. In general, the equations have the form
where is a positive-definite, self-adjoint operator with
compact inverse. As we know, these problems are well-known to be ill-posed. On
account of the orthonormal eigenbasis and the corresponding eigenvalues related
to the operator, the method of separation of variables is used to show the
solution in series representation. Thereby, we propose a modified method and
show error estimations in many accepted cases. For illustration, two numerical
examples, a modified Helmholtz equation and an elliptic sine-Gordon equation,
are constructed to demonstrate the feasibility and efficiency of the proposed

A Regularization of the Backward Problem for Nonlinear Parabolic Equation with Time-Dependent Coefficient
We study the backward problem with time-dependent coefficient which is a severely ill-posed problem. We regularize this problem by combining quasi-boundary value method and quasi-reversibility method and then obtain sharp error estimate between the exact solution and the regularized solution. A numerical experiment is given in order to illustrate our results
Dispersion and nonlinearity properties of small solid-core photonic fibers with As2Se3 substrate
Characteristics of As2Se3 photonic crystal fibers (PCFs) with a solid-core and small-core diameter are numerically investigated in the long-wavelength range (from 2 to 10 ÎŒm). A full modal analysis and optical properties of designed photonic crystal fibers with lattice constant Î and filling factor d/Î are presented in terms of chromatic dispersion, effective refractive index, nonlinear coefficients, and confinement loss. The simulation results show that a high nonlinear coefficient of 4410.303 Wâ1·kmâ1 and a low confinement loss of 10â20 dB·kmâ1 can simultaneously be achieved in the proposed PCFs at a 4.5 ÎŒm wavelength. Chromatic dispersions are ïŹat. The values of dispersion increase with increasing filling factor d/Î and decrease with the increase in lattice constant Î. In particular, some chromatic dispersion curves also cut the zero-dispersion line at two points. The flat dispersion feature, high nonlinearity, and small confinement loss of the proposed photonic crystal fiber structure make it suitable for supercontinuum
